The European Commission says the Packaging and Packaging Waste Regulation began to apply in phases from 12 August 2026. It addresses packaging throughout its life cycle. It does not mean that every metal component suddenly needs a new product certificate, nor do all PPWR provisions take effect on the same day. For hardware buyers, the immediate practical task is to know what packaging accompanies each shipment and who is responsible for the EU-market obligations that apply to it.
Separate the fitting from its packaging
A buckle is the product. The inner bag, divider, carton, label and pallet wrap are packaging used to protect or transport it. An exemption or requirement for one packaging format should not be generalized to all of them. The buyer and supplier should agree on a packing specification that lists each material, its role and approximate quantity per sales or shipping unit. For a broader regulatory overview, see our existing PPWR packaging checklist for pet, equestrian and webbing hardware.
This is particularly useful when one SKU ships in several formats. A bulk export carton, retail-ready blister pack and mixed-SKU kit have different packaging bills. If the same hardware is sold through different channels, the brand may need different packaging data even though the component itself is unchanged.
Make the packing specification operational
Record the carton dimensions and weight, inner-pack count, protective material, label content and pallet pattern where relevant. If the buyer requests a material declaration or recycled-content evidence, state the exact packaging component to which it applies. Avoid broad claims such as “recyclable packaging” unless the material, market and conditions behind the claim are clear.
Packaging choices must also protect the goods. A reduced-material pack that allows finished parts to rub together, corrode or deform may create waste elsewhere. Validate any packaging change with a transport and arrival-condition check appropriate to the route and product.
Assign responsibilities before shipment
The importer or brand should determine its PPWR obligations for the packaging it places on the EU market. The component supplier can provide reliable packing data and execute the approved specification. Neither party should assume the other has completed the regulatory review.
